Import Regulations in New Zealand for Japan Used Cars

If the vehicle is more than 8 years old, then it can be permitted for import in New Zealand if it is a special purpose vehicle or has been registered in the name of the buyer in Japan. The used Japanese vehicles to be imported in New Zealand are required to be tested by authorized testing stations and must meet the standards of emissions of New Zealand. DOCUMENTS REQUIRED FOR IMPORT OF VEHICLES

  • Passport (copy)

  • Certificate of ownership, registration, or deregistration (original and a certified copy of the document in English)

  • Bill of Lading (stating odometer readings at the time of sale and the moment when it was imported in New Zealand)

  • Visas or permits (copy, for immigrants)

  • Invoices (stating costs of export, freight, and marine insurance)

ENTRY CERTIFICATION PROCESS

For using the imported Japan used vehicle in New Zealand, the vehicle has to go through the entry certification process.

  • The vehicle examined for its conditions and to determine if it meets the standards of safety emissions and frontal impacts.

  • After the inspection, it is determined if the vehicle requires any correction or special certification to be able to meet the legal standards of safety.

  • Now the vehicle is certified if it meets the standards of safety and emissions.

  • The verification of the legal owner of the vehicle is done.

Evidence must be provided that the used Japanese vehicle complies with the legal standards prior to its registration in New Zealand.

OWNERSHIP PROOF OF THE VEHICLE

Proof of ownership of the vehicle is required for the importer of the vehicle. Documents proving the last registration of the vehicle and the last and current ownership of the vehicle.

  • For motorcycles having above 250cc engine, the original certificate of return vehicle inspection is required which is provided by the Ministry of Land, Infrastructure, Transport, and Tourism of Japan.

  • For motorcycles having 125cc to 250cc engines, an original certificate of mini-vehicle notification is required which is provided by the Light Motor Vehicle and Motorcycle Association of Japan.

  • For vehicles having below 125cc engine, original notification of dismantlement is required which can be obtained from a city office of Japan.

  • For passenger vehicles, the original certificate of export is required stating the model code and Type Designation Number(TDN) of the vehicle or completion inspection certificate. The export certificate is provided by the Ministry of Land, Infrastructure, Transport, and Tourism of Japan.

  • For passenger vehicles that are categorized as mini-vehicles having no more than 660cc engine, the original export certificate is required which is provided by the Light Motor Vehicle Inspection Organization.

  • For all other types of vehicles, the original certificate of export provided by the Ministry of Land, Infrastructure, Transport, and Tourism of Japan or a completion inspection certificate is required.

Import Regulations in Australia for Japan Used Cars

Only right-hand-drive used Japanese vehicles are permitted for import in Australia. Other ports in Australia for the import for used vehicles from Japan are Darwin, Fremantle, Melbourne, and Sydney. The container method can be used for shipment upon request of the customer.

STEPS FOR IMPORTING USED VEHICLES IN AUSTRALIA

  • Vehicle Import Approval (VIA) must be obtained from the Vehicle Safety Standards Branch which resides in the Department of Transport, Infrastructure, Regional Development and, the Local Government.

  • All the applicable duties and tax like customs duty, GST, and Luxury Car Tax (LCT) must be paid to get clearance from the customs at the entry port.

  • Clearance from the Australian Quarantine and Inspection Service (AQIS) must be obtained after the arrival of the shipment at the entry port.

  • The import must possess a valid VIA to be able to obtain customs clearance.

  • Unless the National Standards of Australia are met by the vehicle, it is not allowed to import or sell used vehicles in Australia.

  • The Customs may give Self-Assessed Clearance (SAC) declaration if the vehicle has the road value less than the threshold for import entry.

  • A quote must be obtained for all fees, duties and taxes, and customs clearance.

  • The car must be purchased authentically from the seller by means of an authorized agent or a letter of credit which is obtained from the bank.

  • A Customs broker at the port should be given all the necessary documents to eliminate the risk of mistakes or you must do the clearance yourself.

  • Customs brokers may help you in evaluating the lesser value of the car to be able to save on duties.

  • When clearance from the Customs and AQIS is obtained, the vehicle can be delivered.

GUIDELINES FOR IMPORTING USED VEHICLES IN SINGAPORE

  • Calculation of the age of the used vehicle will be done from the date of first registration of the vehicle in a foreign country.

  • If the date of first registration of the vehicle can’t be determined, then age is calculated on the basis of the date of manufacture.

  • S$10,000 will be levied as a surcharge for registering all imported used vehicles in Singapore.

  • The used vehicles to be imported in Singapore have to abide by the emission standards of Euro II. Inspection for the emissions by the vehicle is done by LTA/ENV test laboratories that are located abroad and the car must pass the inspection test.

  • The safety glasses fitted in the car must not have less than 70% transmittance of light. The glasses must not be coated with metallic oxide.

  • The modifications done to the used car must be certified by the manufacturer or the authorized agent.

  • Unleaded petrol must have been used in the car.

  • Only right-hand-drive used Japanese vehicles are permitted for import.

  • Air-conditioners used in the car must be free of CFC.

  • Seat belts must be fitted in all the car seats.

  • Car brakes and clutch lining must be free of asbestos.

IMPORTANT PREPARATIONS TO BE MADE

  • EEC Certificate of Conformity (copy, to be obtained from the manufacturer if the vehicle has European origin).

  • Completion Inspection Certificate (to be obtained from the manufacturer if the vehicle has Japanese origin).

  • If the vehicle has neither Japanese or European origin, then it must be tested from an authorized laboratory to be able to obtain a Certificate of Compliance with Exhaust Emission Standards, Safety Glass certificate, and the test report.

  • A document proving that the car is new can be presented in the case of new cars such as invoices or receipts.

  • In the case of used cars, certified proof of vehicle registration has to be presented.

  • Technical specifications of the vehicle along with brochures that were provided by the vehicle’s manufacturer must be presented in case of a foreign model.

  • A declaration form must be presented proving that the brakes and clutch lining are free of asbestos.

  • An Inward Cargo Clearance Permit should be prepared by the shipping agent. An application in this regard should be made to the Trade Development Board (TDB) and the Customs and Excise Department (CED) by means of Tradenet.

  • Open Market Value (OMV) of the vehicle must be obtained from the Customs and Excise Department. 41% of the value of the car will be imposed as customs duty.

DOCUMENTS REQUIRED FOR IMPORT OF VEHICLES

  • Documents of windscreen test, exhaust emissions test, etc.

PROCEDURE FOR REGISTERING VEHICLE IN SINGAPORE

  • All the required documents must be sent for verification to the New Registration Department of the Land Transport Authority (LTA). Time and date for the inspection of the vehicle will then be decided.

  • A Temporary Certificate Of Entitlement must be obtained from the Land Transport Authority if there is no inspection done.

  • Vehicle Registration Application Form must then be obtained from the Singapore Network Services Service Centre (SNS).

  • The required documents must be submitted to the New Registration Section of the Land Transport Authority.

Documents required for registration of used Japanese cars in Singapore are:

  • Company Registration Certificate (certified copy, if the registration of vehicle has been done in the company’s name)
